About Hooper Commons

A Business Improvement District (BID) is a self-funded organization formed by property owners within a defined geographic area. Property owners vote to assess themselves a fee that funds services and improvements that benefit their properties and the district as a whole.

The Hooper Commons Business Improvement District is being formed to address the need for enhanced services in the area, focusing on cleanliness, safety, stabilization, and long-term viability for working businesses. These services will supplement, not replace, existing City services.

The proposed BID will provide consistent, reliable services that help maintain a clean and safe environment, support business operations, and contribute to the economic stability of the district.

What the BID Provides

Clean & Safe Services

Enhanced street cleaning, trash removal, graffiti abatement, and safety monitoring to maintain a clean and secure environment for businesses and visitors.

Marketing & Communications

District-wide marketing, wayfinding, and communication efforts to promote the area and support business visibility.

Administration & Coordination

Professional management and coordination of BID services, stakeholder engagement, and ongoing district operations.

Community Support

The Hooper Commons BID formation effort has received support from key community organizations and stakeholders.

Downtown Los Angeles Neighborhood Council Support

At a regular public meeting on January 13, 2026, the Board of Directors of the Downtown Los Angeles Neighborhood Council (DLANC) voted to provide initial support for the formation of the Hooper Commons Property and Business Improvement District.

DLANC recognizes the neighborhood's historical significance and the need for enhanced services to address persistent challenges including illegal dumping, graffiti, and public safety concerns. The letter of support acknowledges that the proposed PBID will supplement City services and work in partnership with the Neighborhood Council to ensure the community receives the attention and municipal resources it needs.
